The planning for SPUR began in the summer of 1996 with the formation of a committee that decided on the general scope of the renovations. Planning was delayed when the Corporation had to turn its attention to more immediate concerns of major changes being forced on the MIT FSILG system by MIT, including the edict that all freshmen must live on campus. In the fall of 1999, the committe was reestablished and by May of 2000 met weekly through the end of the project.
